The same twelve tactics have been used by every authoritarian leader for the past century. The order varies. The outcome does not.

Step 01
Build the Cult
Establish a personality-driven movement where loyalty to the leader replaces loyalty to the nation. Criticism becomes treason. The leader is not a public servant but a savior.

"Mussolini is always right" was a state slogan. His image covered coins, classroom walls, and public buildings. He staged shirtless farm work and athletic feats for cameras to project superhuman vitality.
Hitler

The "Führer Principle" held that Hitler's word overrode any law or institution. Riefenstahl's "Triumph of the Will" elevated him to a messianic figure. Children were taught to love him before their parents.
Orbán

State media portrays Orbán as the sole defender of Christian Hungary. Fidesz party loyalty is inseparable from personal loyalty to Orbán. Dissent within the party is virtually nonexistent.

Chávez hosted "Aló Presidente" for up to 8 hours per episode. After his death, Maduro claimed a bird carried Chávez's spirit to bless him. "Chavismo" became a quasi-religion for millions.

Current US Context
Rallies function as loyalty rituals. Branded merchandise creates identity markers. Criticism of the leader is treated as betrayal of the movement. Loyalty tests applied to officials and institutions.
Step 02
Exploit Economic Pain
Ride legitimate economic grievance into power. Promise restoration. Blame outsiders for domestic failures. Reward loyalists with state resources and betray the workers who provided the mandate.

Rose during post-WWI economic collapse. Courted labor unions and promised workers' rights, then crushed independent unions once in power. Built a "corporatist" state enriching industrial allies.
Hitler
Hitler · Germany
Rose during the Depression with 30% unemployment. The Autobahn and rearmament created visible jobs. "Strength Through Joy" gave workers vacations. Independent unions were abolished on May 2, 1933.
Orbán
Orbán · Hungary
Signature utility price cuts won enormous popularity. EU structural funds distributed through loyalty networks. Government-allied oligarchs control industries. Opponents are financially squeezed.
Erdoğan

AKP's early years tripled per-capita income. Massive construction created visible progress. When the economy deteriorated, Erdoğan blamed foreign conspiracies and "the interest rate lobby."
Chávez

Oil revenues funded "Misiones" that cut poverty by half. Free healthcare and subsidized food bought genuine loyalty. When oil collapsed, the model imploded but the regime survived on repression.

Current US Context
Tariff rhetoric channels real working-class anxiety. Promises to restore manufacturing. Tax policies framed as populist while analysis shows primary benefits flowing to top earners.
Step 03
Name the Enemy
Every authoritarian needs a scapegoat. Immigrants, minorities, intellectuals, "elites." Dehumanizing language makes the unthinkable thinkable. It always starts with words.
Mussolini

First targeted socialists and "defeatists." Later expanded to ethnic minorities and Jews to align with Hitler. The progression from political to racial scapegoats happened gradually over 15 years.
Hitler

Jews called "vermin" poisoning German blood. Roma, disabled, and LGBTQ people also targeted. Dehumanizing language was deliberate and preceded every escalation of physical violence.
Orbán

George Soros became the face of an alleged foreign conspiracy via massive billboard campaigns. Refugees framed as existential threats. NGOs helping refugees labeled "foreign agents."
Erdoğan

Gülenists, Kurds, academics, and journalists all labeled "terrorists." After 2016, "FETÖ member" became a catch-all accusation for anyone the regime wanted to silence.

Current US Context
Language like "vermin," "poisoning the blood," and "enemies of the people" applied to immigrants and opponents. Rhetoric mirrors specific historical authoritarian phrasing.
Step 04
Kill the Truth
Discredit independent media. Label journalism "fake news" or "lying press." Then build a parallel information ecosystem where the leader's version of reality is the only one that reaches most citizens.

Ministry of Popular Culture controlled all radio, film, and press. LUCE newsreels were mandatory in cinemas. Didn't just censor truth but manufactured a complete alternative reality.
Hitler

Coined "Lügenpresse" (Lying Press). Goebbels' Propaganda Ministry controlled all outlets. Book burnings destroyed competing ideas. The regime manufactured an entirely alternative reality.

Step 05
Fracture the Opposition
Divide opponents against each other. Exploit ideological differences. Co-opt moderates. Frame politics as identity warfare so coalitions can never form. A fragmented opposition is a powerless one.

Exploited fatal divisions between socialists, liberals, monarchists, and Catholics. Played each against the others while destroying them one at a time. By the time they united, it was too late.

Communists and Social Democrats refused to unite, each seeing the other as a greater threat. Conservative elites believed they could "control" Hitler. The Vatican Concordat neutralized Catholics.

Deploy Force Outside the Law
Blackshirts. Brownshirts. Colectivos. Armed loyalists who operate with impunity. Expand law enforcement into a political instrument. The threat of violence disciplines dissent.

Blackshirt squads attacked socialist halls, beat opposition politicians, and forced castor oil on dissenters. The March on Rome itself was a paramilitary show of force the King chose not to resist.
Hitler

The SA numbered 3 million by 1934, terrorizing opponents. Kristallnacht saw state-organized mobs destroy 7,500 Jewish businesses. The SS later became the instrument of industrialized state terror.

Less overt, but "border hunters" recruited with minimal training for anti-migrant operations. Vigilante groups patrolled during the 2015 refugee crisis with tacit government approval.

Step 07
Purge the Civil Service
Replace competence with loyalty. Fire career professionals. Install true believers. When the people who know how to run the government are gone, the government only answers to one person.

All state employees required to join the Fascist Party or lose their positions. Competence-based hiring replaced entirely by political loyalty. The bureaucracy became an arm of the party.

Step 08
Capture the Institutions
Pack courts. Politicize the military. Undermine central banks. Fire inspectors general. Every check on executive power must be neutralized before the final steps can proceed.

Step 09
Neutralize the Legislature
Make parliament a rubber stamp. Bypass it with executive decrees. Demand party loyalty over independent judgment. When the legislature stops checking the executive, separation of powers exists only on paper.

Parliament sidelined until purely ceremonial. The Fascist Grand Council replaced real deliberation. Even that body was ultimately a rubber stamp for Mussolini's decisions.

Manufacture the Crisis
The Reichstag fire. The coup attempt. The border emergency. Every authoritarian needs a crisis, real or manufactured, that justifies "temporary" emergency powers. The emergency never ends.

The Matteotti crisis turned from scandal into pretext. A socialist critic was assassinated by Fascists, and rather than weakening Mussolini, it was used to justify eliminating all remaining opposition.

The Reichstag fire (Feb 27, 1933) suspended civil liberties the next day. One building fire justified permanent emergency powers. Whether set by Nazis remains debated; the exploitation was instant.

Make It "Legal"
The final move. Rewrite constitutions. Rig electoral rules. Use courts to validate power grabs. Every dictatorship is "legal" in its own courts. The law becomes the weapon, not the shield.

The Acerbo Law (1923) guaranteed a 2/3 majority to the leading party. Monarchy, courts, and legal system maintained as facades. Every step toward dictatorship was technically "constitutional."
